How to handle Daylight savings time change on custom BIP reports

Summary:

Hi, we have few BIP reports where we are displaying time stamp on report output and this is a problem when we have the Daylight savings On. We can modify the code but the change has to be reverted once DLS is Off. Is there anyway where we can handle this DLS changes without code changes?
