Create rule for Node type to change properties when date is passed.

Content (required):

We have a node type for our ERP application, with properties for End Date (FCGL.End Date) and Allow Posting (FCGL.Allow Posting). We would like to create a rule that if a node has an end date which is passed or occurs today, the Allow Posting property should be change from Yes to No. We're unsure where to make these types of changes. If a rule like this cannot be created, can we at least be notified to change Allow Posting ourselves?
