V1 Seniority Dates do not update when hiring a FUTURE pending worker

Summary:

We have just noticed that V1 Seniority Dates do not update when hiring a FUTURE pending worker. They do update however for future employees and contigent workers and update for PAST and present day pending workers. This issue is the same for every user in every browser.

Is this expected behavior? We are sure that before the update to 23A this was also the case for future pending workers.

Can anyone confirm what behavior is to be expected here?
