What is the overall purpose for having the "Run As" for Learning Initiatives?

I understand when a Learning Initiative, Global Access Group, etc. are created the Run As defaults to the User who created it or it can be set up as generic User Name. It appears from what I have seen on Customer Connect that several Organizations have opted to use the generic ID, to avoid process not running if the name listed in the Run As is no longer with the Organization

What I would like to understand is why is the "Run As" required at all? Is there some type of Audit/Security reason for it? What would happen if the Run As field was removed and there would be no requirement to capture the name of the person (or generic/fake name) who created the Initiative ?
