Connectivity Agent Graceful Shutdown

Organization Name (Required - If you are an Oracle Partner, please provide the organization you are logging the idea on behalf of):

Southern Company

Description (Required):

Currently, when we patch our Database Cloud Service (DBCS) which is Highly Available, we still need to closely coordinate and stop our OIC integrations that utilize the database via the Connectivity Agent. This is because to patch the database we have to bounce the nodes, which means we have to stop the agent. The issue is that even though we do a rolling bounce in the DBCS taking advantage of the multi-node setup, in order to prevent integration failures due to the agent being down while traffic is still ongoing, we are forced to stop integrations to cleanly bring down
