What is the practice for enabling Audit for creating Transaction and Audit Controls

Summary: Is it necessary to enable Audit on audit objects for which we want to create a Transaction or Audit Controls?

Content (required): We want to write a Transaction control on the Journals Object, and Application Security User objects. In order for these controls to fetch data, do we need to enable Audit on the Application Audit object for Journal or OPSS Audit to get data for changes done to Application Security Objects?
