Access to edit address under Contact Info

Summary:

We have several admin users whom can edit employee addresses under Person (Classic UI) but when accessing those same employees under Contact Info (Responsive UI), the edit pencil icon does not appear for them. I checked for personalizations on the Contact Info page, but did not find anything. Is there a role or privilege that these users need in order to edit Contact Info?
