Forward Quotes to Superuser

Summary:

Our Superuser does not see some quotes in transaction manager while other admin users do. I tried forwarding these Quotes to SuperUser manaually but Superuser email does not appear in the list. I tried forwarding to Admin group but SuperUser still cannot see. Is there any other way?
