Recommended learning initiatives not assigning using person criteria analysis report

We have created learning initiatives for recommended learning. The learning in the initiative assigns when we add users by person number, however when we use person criteria analysis report, the recommended learning does not assign to the learners. This does not happen with required learning - why is this?
