Is Attachment will flow from PO (Notes & Attachment section) with category To Receiver to Receipts

Attachment (pdf/Text) have been added in PO - Notes and Attachments Section also attached are the same documents at the PO line level. The expectation is these attachments can be seen on the Receipts page. But, the text portion of the Note to the receiver only shows it on the receipts page. Is this standard in cloud procurement?
