PPM TAD - Depreciation Expense Account

The Depreciation Expense Account PPM TAD is under Budgetary Control configurations.

Am I able to use the depreciation account PPM TAD without using budgetary control?

My customer isn't using budgetary control so I don't want to enable unecessarily, but do want to use the default depreciation account TAD.
