BPA approval based on inventory org

Summary:

Hi, We need to setup BPA approval based on Inventory org. For eg. BPA-1, Inventory org 1 , should go to Person A. BPA-2 , Inventory org 2, should go to Person 2. Both orgs belong to same BU. I tried to use Ship to Location attribute in the approval rule for document type BPA but it is not working. Any inputs or suggestions is appreciated.
