When Cost Management is being used if my current module is only Procurement

Summary:

We are currently implementing Oracle Fusion from Oracle EBS application. We want to know when Cost Management is being used if my current modules are only Supplier Management, Sourcing, Procurement Contracts, Self-Service Procurement and Purchasing.

All of the items are not inventoriable, also they are using match to receipt and direct delivery. Is cost management required for this implementation?
