HCM Extract Issue

Summary:

I have configured a changes-only HCM Extract to pull time and labor hours and the worker's department. However, when only the department changes, the extract generates an output with the new department for every time card back to January of this year.

Content (required):

The output of our HCM Extract includes Person ID, Time card date, current hours, previous hours, employee department, etc. I updated the employee's record by changing his department - the time card did not have any new changes since the last extract run. After running the extract, it produced an output listing each day of every time card period dating back to January 1 2023. No hours were reflected in the extract (no hours showing is not a problem because no new time card changes were made since the department update). How do I
