I was not able to cancel the Work Relationship

Summary:

I was not able to cancel the Work Relationship because of this error message: "There should be at least 1 primary work relationship for a person. A person must have at least 1 work relationship marked as primary."

The person has 2 work relationships (Active and Suspended). I was not able to cancel the active work relationship even I marked the suspended work relationship as primary. What is the issue and how to fix this?
