BICC - Does BICC have the abiity to identify purged data?

Summary: We'd like to incorporate BICC for data extraction where possible but I have not seen that BICC can handle purged data. For example, if there is a cancelled work relationship, the assignment record is purged. If BICC does not identify this record, this would remain orphaned in our downstream environment. Another example would be a purged element entry.
