How can a Director evaluate a performance review on Manager's behalf?

Content (required):

Occasionally, we may have Directors who need to evaluate or add goals to an employee's performance plan on behalf of a manager. How can a Director evaluate a performance review on Manager's behalf? Is there a role(s) I need to give and process I need to run in order to allow the Director the ability to add goals to their indirect reports?

For example, if I go in as an HR Specialist, I can go to the All-In-One Evaluations and evaluate or add a goal as if I am any manager in the organization. For example, I (as an HR Specialist) am going to evaluate as Teri Heidrich to add goals to her direct reports
