How can we remove the message appearing in start date section of address change

Summary:

When we try to edit the person address of any employee upon selecting the effective start date message appears as Enter a date on or after XXXX date. How can we restrict this message. we have tried page composer to see if it is a tool tip but no text is available in tool tip section.
