Can we grant View all access based on a specific transaction

Summary:

We have a requirement, where users need to have access to Employee information based on the Manager hierarchy that has been setup(by setting up Person security profile) , but at the same time, we need to give access to Individual Compensation Transaction of all employees, so that they can give awards or recognition to someone who is not part of their team.
