Importing Overlapping Times from REST API into Time Card

Looking to Understand how the process works when importing times from REST API into Time Cards and how it manages overlapping times
Content (required):
We just integrated a new clock vendor. This vendor, same as our existing one, is sending clock in/outs through the existing REST API. Once received by ORACLE, we import them with the following process:
- Process Imported Time Entries
- Generate Time Cards from Time Collection Devices
We have an scenario where the Time Events are as follow:
Why the 5:00 PM was paired with the 4:54 PM when the first clock out available was 9:00 AM?
it combine the wrong pair, and one of the pairs was split in 2 days
