Edit learning activities in a spreadsheet

Summary:

We have an offering with 10 learners, I want to update 5 learners, I select the 5 learners, and click More Actions - Edit learning activities in a spreadsheet, all 10 learners are displayed in excel, I expect to only see 5 learners.

Is this intended functionality, that all Learners appear in the spreadsheet. It may be easier to use the Mass Action - Mark Activities Complete in certain cases.
