Item Template value for Taxable attribute not getting used during Item Creation

Summary: We have created item template with the value for Taxable attribute been set to No. But when we create new item using the template, the value for Taxable attribute gets set to Yes.

We tried this through UI and FBDI, but the behavior is same.

We don't have any rule assigning the Yes value to the attribute nor we are passing any value in FBDI for Taxable attribute.

Have any one came across this behavior?
