OTBI Report Showing Budget Measures for All Tasks

Hello,

I am trying to create an OTBI report that shows the following Tasks for a project starting with the "Project Control - Budgets Real Time" but when I add the Budget Raw Cost column, the tasks that have no Budget Costs are removed.

Is there a subject area that I can use that will give a view like the enclosed screenshot which is the "View Budget Version:..." screen?
