Unable to terminate contingent work relationship when a pending worker work relationship is active.

Hi Team,

There is a person having a contingent work relationship (Primary) and a non-primary pending worker work relationship. I need to terminate contingent worker work relationship which works via UI. However, when I attempt to do so using HDL, an error is raised that states that "you must make one of the current secondary work relationships your primary relationship before ending the primary work relationship"

Can someone explain to me why it works through the UI but not HDL?
