Why do suspended users accounts (with removed roles) become active again?

Summary:

We have been removing roles from user accounts and suspending their accounts by running HDL loads. After approximately 24hours the user accounts that we removed their roles and suspended are now active again. The HDL runs successfully and after running the 'Send Pending LDAP Request' job, we are able to verify the removal and suspendion of user accounts. We need to get this issue resolved as soon as possible. We do have the Autoprovision Roles for All Users with the following parameters:


Process Generated Roles Requests: Y

Worker Assignment Status: BLANK


Running on a scheduled time of everyday
