More than one user should be able to populate the inspection results against one Inspection Plan

Summary:

Business requirement.

1. Create a inspection plan with 10 characteristics. Say 5 characteristics in Analytical lab and 5 in Micro-biological lab

2. Analytical lab user starts inspection and enter results for analytical characteristics. Once done, save and close inspection.

3. Micro-biological lab user log in and open the inspection saved by Analytical lab user.

4. Record his test results.

5. Save and submit results for further approval.

First user is not able to save the inspection without submitted to approval. Kindly review and suggest solution to address this requirement.
