Approver cannot view negotiation when clicking the Negotiation Number from the Notification

Approver cannot view negotiation when clicking the Negotiation Number from the Notification

As an approver to a Negotiation they need to review the actual negotiation via clicking the Negotiation number, however as the approver click the Negotiation number the system does not direct them on the negotiation page.

Is this access issue? Isn't the Approver should have automatic access to the transaction they are approving as read only? same on how Requisition and Purchasing approval behaves
