One Time Copy Rates to Months rule issue

We are creating a new Job-only application with the new 18.07 updates.  While attempting to run the "process loaded data rule" we are receiving the message shown below.  We've executed the suggested one-time rule, in addition to the alternative of entering the rates by month in the configuration tool.   The message will not go away (although it did during a different deployment yesterday).   Any advice would be greatly appreciated!

"The application now supports monthly input of rates and threshold, so you must run the Copy Rates to Months rule once upon upgrading your application. Doing so copies the existing rates to months. Alternately, you can enter monthly rates for the components in the Benefits and Taxes wizard."
