How to skip a task based on condition in a Payroll flow pattern.

Summary:

There are 2 task defined for one payroll flow pattern. First task is report, second is dummy Extract which initiate the Data loader and third is HDL load.

But we are seeing the second and third task are getting in eroded when there is no records in task 1.
