The user's request is that the system could show the budget consumption of account balances that meet all these assumptions:

-The origin of the transaction (e.g. manual, but it can be any) is excluded at the header level of budgetary control.

-The transaction's account must not be contemplated by supplemental rules with absolute or advisory control level.

I tried to cover this requirement with a supplemental rule as mentioned in the summary but it hasn't given the expected result.
