Sales order create SOAP API, value of SerialNumberFrom field

In Sales order schema /fomImportOrdersService/OrderImportService?wsdl, we found the field SerialNumberFrom and SerialNumberTO

Dose this means, we can specify the serial number to be shipped for this order while creating sales orders and order management will reserve these serial numbers against the order?

how dose this work if we define serialized items to generate serial number during shipment?
