Workflow for line manager request

Hi Team,

Requirement:

If EE raise the DOR send approval to Mgr -> HR -> Payroll 

If Mgr raise the DOR for ee then send to HR -> Payroll.

Configuration Rules:

Rule - Manager hierarchy of worker - HR role - Payroll role

When Manager requests, it sends approval to mgr again and then HR and payroll. How to avoid the workflow for manager if he/she raises.
