Missing ADD Button in DOR
Summary:
Learning admins need to upload training progress in Document Record but the add button is missing.
Content (required):
The Add button is missing from the Document Records when attempting to upload a file for an employee.
I had added these two to the custom role and the user can access the Document Record page but they cannot upload a file.

Needed to create a new data security policy.
