How currency conversion works on PO Approval Notifications

I noted that the notification report is using User Preferred Currency (UPC) amount and if the PO is using a user defined rate then this UPC amount is showing the corporate rate instead of the rate defined in PO.

Can the notification report calculate the functional currency by the conversion rate defined in PO header?
