Integrate User ceated in HCM/ERP to IDCS when IP is Microsoft Azure AD

Summary:

Client have specific requirement to add third party user to Oralce Fusion cloud Applications but they dosent want those user to integrade in there Azure AD. All Users which are in Azure AD will use AD's MFA feature which use MS Authenticatior. Client also want to use MS Authenticator with Third-party users.

We are going with Role based provisioing to get third-party user in IDCS but question is how to utilize MFA with MS Authenticator when Third-pary user are not available in AD or dosent have any references to MS Authenticator.
