Send Welcome Email with Credentials to users

Hello everyone,

I am trying to understand if there is a way to send the Welcome Email to new hires if we change their email through security console. To be more specific, let's say that the HR hires a new employee in the system but they provide a wrong email. This means that the user will not receive the Welcome Email with their credentials. However, if the email is changed via security console or person management, the Welcome Email will still not reach the new hire.

I tried to run the "Send User Name and Password Email Notifications" ESS but to no avail.
