Clarification on the documentation for Manager Filters

The one highlighted in yellow versus the one in green seems to be contradicting each other. Yellow says if no incumbent for parent position, then all workers will display whereas in green it says if parent position is vacant, application searches for a position with an incumbent. Can we get better clarity on what is meant by both statements and how they differ from each other?

While testing, it appears that if parent position is vacant (no value in parent position field), then all workers display. And if parent position is NOT vacant but with NO incumbent, then it looks up to the position hierarchy until it finds a position with atleast 1 incumbent.
