Need to assign Purchasing buyer based on Delivery to Location or Subinventory

Summary: Our client Organization structure is designed in a way that, all the physical locations where they operate are defined as Sub Inventories (Operate in 900+ Locations) and so the Buyer assignment should be based on the Deliver to Location or Subinventory to achieve the correct buyer assignment

Content (required): In Buyer Assignment Rules, currently this is not possible, Can we get some workaround solution for this.
