Request position change approval

We have to configure approval rules for Request position change and below are the rules.

1) if HRBP initiates, then auto approve

2) If manager initiates, then AOR.

We are identifying the initiator by roles. The rules works well if initiator is either HRBP or manager. But if both, i.e HRBP is manager then it goes for approval. But in this case it shud get approved.

Any idea why this is happening?
