Reassign Line Reports Section Under Person Management

Summary: Hi All, I am trying to understand the section, Reassign Line Reports under the employment section in person management. My question is what does thi section denote to? Like for some Line managers, direct reports do not come under the Direct reports section , but once the direct reports section is expanded , Direct Report Details section comes and the reports display under Reassign Line Reports.

I am unable to comprehend what this means .

Content (required): Could someone please share some light here. This is a very basic functionality , I know but somehow unable to have this fundamentally clear.
