How do I change approval rules?

How do I change the approval rules to show the Representative of a Worker's Current Representative?

Content (required):

We currently have the action 'Request Position Change' going to a Representative Type, but when I go to fill in the Representative field, it only gives me the option to choose Requestor's Representative. I want to change it to Workers Current Representative so even if the HR Specialist enters the action it will go to the representative who is responsible for the position.
