The first method (as described in the document) is:
Direct Assignment:

1) Create a Course assignment > Edit the Advanced rule from the Front end > Complete the record from HDL > Load all the completed Legacy records > Calculate and Create an Active records
as per the earlier completed records .
The active record has to calculated manually or can be automated using Sql Query.
If a new learner needs to be added , the same process should be redone.
