Resource Alert on Enrollment in Pending Seat Acceptance Status not working?

Summary: Our current environment is on 23A with Activity Sequencing enabled. I used the filters on the 23A release notes to create a resource alert for Pending Seat Acceptance and received errors. I created a simpler alert to address this issue. The alert ran but cannot pull any test data I have prepared. I found a CCC discussion that has a sample alert for Pending Seat Acceptance and I imported it into our environment.
