Subscription not triggering

Summary: Subscription is works one way, but not the other.

Content (required): Hello, I am setting up a subscription that goes from module A(source) to module B(target). I simplified the subscription so that only the Name property and Description properties are subscribing from the source to the target. the subscription works when it goes from module B(source) to module A(target), but not for the reverse. Not sure why this issue is occuring.
