How do I get a form to format a non-account member with percentage data type, as a percentage?

Summary:

A custom dimension member is calculates % difference of 2 other members within the dimension. The calculation is correct, but I am (again) trying to find a way to have 0.0111 formatted as 1.11 % in data forms.

Content (required):

The custom member is tagged with data type percentage, and the dimension is set last in evaluation order (set in dimensions overview). I have said to the client that Oracle doesn't facilitate this feature for non-accounts, and their response was shock.

Would someone please either explain how this can be achieved, or break the bad news (again) so I shelf this another few years?
