Payroll access - how to remove ability to amend fast formulas and elements

Summary: Our auditors recently raised the question about how we separate HR Systems access and Payroll access to prevent payroll from amending fast formulas and elements. As a quick solution, I have blocked access via structure to the tiles 'Fast Formula', 'Elements' and 'Calculation Value Definitions'. However, these menu items are still visible via the classic payroll menus and I'm not sure how I can remove them from the Payroll Manager role without removing important payroll processing access.
