If Requester creates Work Confirmation, this access Consumes from SSP or Purchasing license?

Summary:

In Oracle Fusion, we have a requirement to give access to the requester who is entered in the complex PO to create work confirmations.

To give requester access to create the work confirmation, below duty role should be given to Requester.

-Work Confirmation Management as Procurement Requester

-ORA_PO_WORK_CONFIRM_MGMT_AS_REQUESTER

My question is, if we give this access to requester to create the work confirmation, this access will consume from which license? Is it SSP module or Purchasing module?
