Min max doesnt consider Open PO Supply

Summary:

Hi Experts,

I am running min max at organization level, i do have some open POs for the same item on which min max is being run. If I run min max report without supply cut off date it doesnt consider open pos ( Open PO supply orders is made Yes in parameters), whereas if supply date cut off is given , those open POs are considered.

Please advise if this is a bug/ intended design
