How to Enable National Identifier Field In Family & Emergency Contacts not able to add

We have a requirement where we need to restrict NI identifier and NI type to be not editable by Employee.

But employee Should be able to edit his family and Contacts NI details.

we have disabled editing for employee and given access to HR manager/HR specialist.

Currently employee is not able to edit his contacts NI details. Please advise us how to achieve this requirement.
