Create Subcontract PO against which shipment can be done without creating Work Order

Summary: We have a simple scenario's where in Coil is sent to supplier for cutting and cut coils are received. Also there are various examples where in machine is shipped to Supplier for painting and painted Finished good is received.

Content (required): Is there a way to use BOM on PO and issue shipment and receive FG against PO in Oracle, without having additional step to create Work Order.
